Selected REI Tax Policy Projects
REI has completed numerous studies of tax policy proposals for Texas and the U.S. The Texas studies were a part of on-going debates in the Texas Legislature during both Governor George Bush’s terms of office and that of Governor Rick Perry when significant changes were made in the Texas business tax and the related rollback of local property taxes and the method of State support for public schools. The studies included:
Economic Analysis of the Border-Adjusted Tax Plan
Analysis of fundamental change in the U.S. tax structure. All taxes distort economic markets to some extent. U.S. tax policy, however, is thought to have a significant impact on the U.S. balance of trade and the long term decline in U.S. manufacturing production and employment. The Border-Adjusted Tax plan analyzed in this report addresses the trade imbalance problem by correcting the competitive disadvantage the U.S. has in trade with major trading partners who have some form of border-adjusted tax policy. Governor Perry appointed a Texas Tax Reform Commission to study the Texas tax system and to recommend tax reforms that will adequately address the school finance system problem identified in a recent Texas Supreme Court ruling. An Economic Analysis of a Texas Property Tax Relief Plan Funded by a Sales Tax Increase
This study examined the economic consequences of replacing the Texas franchise tax and a major share of the local school property tax with a sales tax. Sales taxes have the advantages of placing the tax at the point of consumption which avoids the market distortion effects of many other taxes, especially the property tax and business franchise tax.
